Senate reduces concert allocation 25 percent on heels of veto; CAB celebrates Homecoming
Student Senate President Katrina Hurley, vetoed Monday an allocation of $5,500 for a concert sponsored by Chi Alpha and Revive.
“I, Katrina Hurley, acting as Senate President am vetoing the act of legislation put forth by Senate Monday, Sept. 28, for $5,500 for Chi Alpha’s concert,” Hurley said at Senate’s weekly meeting. “I believe that this legislation, if passed would show no consequence to clubs if they did not follow their budgets. We need clubs that will accurately manage their funds. I propose that we do not completely defund the concert but, give a 25 percent penalty to the club; it would give a precedent that Senate does not condone mismanagement of funds.”
After Hurley’s veto, senators had the option to override it, let the allocation die, support the veto, or reduce a percentage of the original allocation.
Senator Syerra Wycoff-Bagshaw weighed in on the discussion.
“I don’t think that we should enact the veto because we want clubs to come to us, we want them to ask us for support, and we want Senate to get their name out there,” Wycoff-Bagshaw said. “It doesn’t make sense that when a club is like, ‘hey, we’re reaching out to Senate for support,’ that we’re going to slap them in the face. I understand that it was last minute, but, I mean, so was the Free Movie Night thing. We had to vote for it by Sunday so we had to do an online vote and I almost got in trouble because I was at work when we were supposed to be voting. So to me it doesn’t make sense to go, ‘it’s nice that you asked for this money, but since you didn’t do this we’re going to slap you.’
“I mean why not just say, ‘Hey, put Senate’s name on the concert, too,’ and get our name out and promote ourselves, too.”
The senators approved Hurley’s veto, 16 votes to 3 votes, with 1 abstention.
Hurley said that she did not want to cancel the concert, but she believed there should be a significant consequence, which is why she proposed reducing the original allocation by 25 percent.
Student Association Constitution and Bylaws, state, “Affiliated student organizations that have exhausted previously allocated funds may submit additional event-funding request to the CAB.”
There is no policy for a standard sanction Senate may take against clubs that go over budget. But Senate is creating a policy-review committee that may solicit suggestions for establishing such a standard. Any policy changes will go through that committee and be voted on by Senate.
In other business, Senate reported it had $118,842.61 in unallocated funds.
In CAB business, it reported that clubs have spent $31,980.40 this year. There are $121,784.50 in unallocated funds and $521.96 in CAB’s account.
Senate approved an allocation of no more than $3,000 for RLA to host leadership speaker, Marc Mero. He will have a closed presentation at 4 p.m. and a public presentation at 7 p.m., Sunday. For more information on Mero, visit the RLA Facebook page.
The Social Work class is hosting a sexual assault workshop and asked for an allocation of no more than $949 to help pay for meals for workshop attendees. The Social Work class has enough money to cover meals for a majority of the attendees but need this money to cover the rest. The Social Work class, expecting 300 attendees, is presuming this workshop to be the highest attended in the last 10 years. The workshop will be hosted in the Student Center Ballroom and will provide information about sexual assault to students.
There will be an open forum for the leadership conference that will be coming to CSC next week. An email with details will be sent out to all students. The proposed speakers are Joanne Owens Naulser and Brian Banks. The total amount of money that is being asked to be allocated for this conference is $11,800. If the schedules work out with all the speakers, these two will present with Paul Wesselmann. Funds for Wesselmann have already been allocated. Student Senate will vote on this allocation the next week after the open forum.
Students in Kent Hall are concerned with the lack of recycling on campus. Project Strive is working to implement a bigger recycling project on campus. There are recycling boxes in some building on campus, at this point, but boxes will be in the Student Center, academic buildings, and dorms soon.
Chadron State Foundation Development Officer Leslie Bargen spoke to CAB representatives about fundraising. If clubs want to fundraise, there are certain rules that need to be followed, so clubs need to go visit with Bargen about the fundraising so she can explain to them what they can and cannot do. Clubs will also need to fill out a form that Bargen will give them. One major rule that clubs must follow is not asking for cash donations from businesses in Chadron. The reason for this rule is because if businesses donate to clubs all the time, they won’t give to the scholarships every year. A few of the ways clubs can fundraise include asking businesses to sponsor them or clubs can advertise for the businesses. Clubs are encouraged to send thank you cards to the businesses that are involved with the fundraising. Clubs are allowed to receive cash donations from businesses that are not in Chadron.
Project Strive is implementing a larger recycling program on campus. Recycling boxes will be placed in various buildings on campus including dorms and learning centers.

The announcement of the bed sheet winners has been pushed back to the parade and football game on Saturday to allow more time for voting. If clubs did not make a bed sheet, they are required to put a float in the parade. No pre-registration for floats is required. Entrees need to be located at the North side of West 1st Street, vehicles need to be on the North side of East 1st Street, and walking entrees need to be on the sidewalk at 1st Street. The parade will start on the corner of 1st Street and Main Street and finish on the corner of 10th Street and Main Street. Tonight there is the Late Night at The Pit Camo Dance from 9 p.m.-midnight. Tomorrow is School Spirit Day and Quidditch will take place at 4 p.m.
Saturday’s events include the Eagle 5K walk/run at 8 a.m., the parade at 9:30 a.m., the football game vs. Adams State at 1 p.m., and the formal dance at 9 p.m. More information on anything pertaining to Homecoming can be found at csc.edu by typing ‘Homecoming’ into the search bar.
Chris Green will be at Walmart from 10-11 a.m., every Thursday for clubs to get supplies for their events.
The Social Work club and CAB will be co-sponsoring an event using the inflatable movie screen on Oct. 24.
